The Library opens again

Fixed

• The Library window would not open for any character — neither by button nor by hotkey. It works again, along with the Character, Skills, Professions, Bestiary and Quest Log tabs.
• The first tutorial quest can be completed again: the step that asks you to open the quest log now registers.
